Ghana’s High Commissioner to Malta, Barbara Akoukor Benisa, has launched an online passport application system for the Commission.

The system, launched on November 12, aims to improve the delivery of consular services to Ghanaians abroad.

During her speech at the launch of the system, Barbara Benisa said the move was in line with the government’s digitization policy.

She said this had prompted Foreign Affairs to roll out the online application and biometric passport systems to Ghana’s missions around the world.

In a Commission press release, Commissioner Barbara Benisa said improving the efficiency of the High Commission through an effective consular service has been on her agenda since taking office.

She revealed that “immediately after bringing the online application services online, 30 applicants submitted passport applications online and obtained their passports.”

The leadership of the Union of Ghanaian Associations in Malta and Gozo and staff from the High Commission were present at the launch.

The Commissioner assured the Ghanaian community and the Maltese people of his determination to continue improving the delivery of consular services.

Currently there are 200 Ghanaians with residence permits in Malta.

In December last year, Interior Minister Kazembe Kazembe announced that the ministry was working on an online passport application platform. At the time, the system was still in its infancy, but the main motivation behind its creation was to provide a digital channel for Zimbabweans to request their key travel document without having to queue at the office of the registrar.

“We are in the process of developing an integrated information and communication technology (ICT) solution that will not only bring these physical structures to your doorstep, but bring the real service to homes via online services. Ideally, the entire passport application process should be done within the confines of our homes. “

Kazembe Kazembe Minister of the Interior

There has been an update to the online passport application system according to a report from The Herald. The platform will not only allow individuals to apply for a passport online, but will also allow them to make an appointment at the registrar’s office to reduce congestion.

So what problem has the government solved?

When the online passport system was announced, there was little discussion of how applicants could obtain passports without going to the registrar’s office.

The logistical element was one of the main criticisms of the December announcement of last year. And it looks like the government has solved that problem because, according to the same Herald report, individuals will now be able to pick up their passports at the nearest post office.

This is good for two reasons. The first is that you will not have to travel to town to collect your document. Transportation, whether personal or public, is a nightmare due to the cost of fuel as well as the inconsistent and unreliable public transport system.

The second reason is that it gives ZimPost much needed business. I should point out at this point that charges have not been announced for this service or if it has a charge at all. However, even though there is a fee, in my opinion it is a better option compared to the money and time lost in getting to the registrar’s office.

But there are still problems, present, potential and lasting

As with anything for which government is solely responsible, history is the best guardian of the potential outcome of the enterprise. An ongoing problem with government sites is that they tend to get overwhelmed easily.

We saw it earlier this year when the ZIMRA website was unable to process ITF263 or clearance certificates. Now, this does not mean that the system is created by the same people responsible for the ZIMRA portal. However, we have seen little of the name of an entrepreneur or company that has won a tender to use their track record. (if only) to inspire some hope.

The current problem that the registrar’s office has had with passports is related to a backlog. At present, 250,000 passports have not yet been issued (dating from 2016/2017) which is a drop from the 400,000 who were there at the start of the year.

Even with an online passport application system, the backlog problem could be an issue that could plague the Registrar’s office for some time. Saying that Minister Kazembe said the purse strings have been loosened for Fedilty printers to procure a much needed equipment upgrade.

“The first solution proposed by the government is to purchase additional machines to increase capacity to meet demand. This was approved by the Cabinet and the Treasury released funds for the purchase of the machines. “

Either way, the proof of that is of course in eradicating the backlog and until we see it, well …

Finally, there was no launch date for the platform. So here is…

Oh… I almost forgot, data is expensive

For this online passport application system to have any real value, it must be free. The government must zero-rate the site if it benefits all Zimbabweans.

BY TAFADZWA KACHIKO
The GOVERNMENT is working on the introduction of an online passport application service with the aim of tackling the corruption that is currently shaking the application process.

Interior Minister Kazembe Kazembe said last week at the official opening of Zimbabwe’s first district passport office at Chitungwiza municipality headquarters.

“We are in the process of delivering an integrated information and communication technology (ICT) solution that will not only bring these physical structures to your doorstep, but bring the real service to homes via online services,” said Kazembe.

“Ideally, the entire passport application process should be done within the confines of our homes.

“You see these people clapping – they cry. People get ripped off at passport offices. Corruption must stop. When people come to our offices, please serve them with the dignity they deserve. Two or three should be arrested to lead by example, ”he said.

Passport applicants, who spoke to NewsDay, lamented corruption at passport offices and expressed hope that the newly opened office would operate transparently.

“Surely the corruption in passport offices should stop. You are sleeping in a queue at the offices and when the authorities come in the morning you will be surprised that you are number 130. People are asked to pay bribes of US $ 20 to join or avoid the queue. waiting. We pray that the Makombe office system does not repeat itself in the new passport offices in Chitungwiza. The authorities should be vigilant, ”said Phyllis Vambe.

Loveness Mugadza, a resident of Chitungwiza in South Africa, who returned to renew her passport, said: “I came home with my US $ 318. It was not easy to raise this money. I can’t just give away my hard earned money. Outside they charge US $ 20 and inside they also charge US $ 100 for us to be served. It should end. “

Kazembe told participants that the decentralization of the civil status department to the districts was aimed at decongesting the provincial offices.

“Since the passport application facility was limited to 10 provincial offices, this caused congestion. In response, my ministry, through the Vital Statistics Department, has taken a deliberate stance to improve service delivery through the integration of decentralized systems and infrastructure development. The decentralization of passport services to Chitungwiza is the department’s third 100-day project.

“The ministry remains committed to further decentralizing passport services and streamlining passport issuance procedures. In my opinion, this will remove the physical human interface. People have the problem that every time they meet they want to bribe someone. With this online solution that my ministry is working on, that will be a thing of the past.

Passport applicants who spoke to NewsDay spoke out against corruption at passport offices and expressed hope that the newly opened office would operate transparently.

Passport applicant Phyllis Vambe said it was painful for someone to queue in the offices and when the authorities come in the morning “you will be surprised to be number 130”.

Vambe claimed that some passport applicants are asked to pay US $ 20 bribes to join or avoid the queue.

These sentiments were echoed by South Africa-based Chitungwiza resident Loveness Mugadza, who said that in addition to the official fee of $ 318, officials outside the premises demand $ 20 and that at the inside, passport applicants are asked to pay an additional USD 100 to be served. .

Last year, an official at the passport office told reporters they could help passport applicants get the travel document as quickly as possible as long as they had the money.

Zimbabwe has a huge passport backlog due to a severe shortage of machinery and consumables.

Getting your passport can be quite nerve-racking as the whole process is tedious and sometimes a little harder than it should be. In addition to filling out a lot of paperwork, you have to make several trips to their office, for the right requirements and to submit all your documents. Much of the process has to be handled by outside parties like the police department who verify the submitted documents or the passport office which has to comb through everything to make sure the supporting documents match.

Now times have changed and people are left with many options, instead of wasting their time standing in line or going back and forth. The whole process can be coordinated by an agent who charges a small fee and takes care of everything on your behalf. They also ask for your supporting information and documents and keep you updated throughout the process.

Right now, the most popular way to apply for a passport is through their online platform. Most passport offices have their own website, while exceptions partner with private parties, who create websites to facilitate the passport creation process.

Passport websites usually have all the information on their platform. You can find everything from applications to the list of supporting documents and the different stages of the process online. You would be able to estimate the time you have to go through the whole process and all the intermediate steps and documents. Plus, you can handle it at your convenience, from the comfort of your home without having to worry about queues and freeing up your schedule for appointments. The passport is processed, the documents downloaded, and everything will reach you through the information mentioned in your forms. Besides being more efficient, it tends to be much faster.

If, however, you feel you want to interact with the passport office, you can still get a head start with their online platform. This means downloading the applications and the list of supporting documents and submitting them to the passport office. This way you don’t have to take an extra trip. They would go through the documents and tell you if you are on the right track. You can continue the rest of the process via the desktop, also offline.

Online Passport Application.in can help you with all your passport requirements and documents so that you can do everything stress free. You can handle the entire application process at your convenience. The police check usually needs to be done by the police station, but the agency coordinates with the police department to make it easier for you.

The government has agreed for the Passport Immigration and Citizenship Agency (PICA) to spend US $ 1.2 million to roll out the online passport application system by September this year.

Initially, the online platform will be for adult renewals only. Therefore, first-time applicants, parents / guardians applying on behalf of children, and applicants requesting modifications will still need to visit the PICA facilities.

National Security Minister Robert Montague made the disclosure Tuesday at PICA headquarters on Constant Spring Road in Kingston as he officially handed over a new Coaster bus to the agency.

“This online system will help not only the citizens of Jamaica, but Jamaicans around the world,” he said, noting that PICA issues approximately 240,000 passports per year.

“To do this, and do it effectively and efficiently, we must employ and deploy technology to help our workers, because their well-being is just as important as serving our customers,” he added.

DHL partnership

PICA CEO Andrew Wynter revealed that the agency has partnered with courier service provider DHL Express in anticipation of the system rollout.

“Applicants will be able to follow (the process) once the passport goes into production. So they will know when it is ready and then follow when it has been sent to them by DHL via DHL. Hence, they will get an estimate when their passport will arrive, ”he said.

The head of PICA also highlighted other benefits of the system, such as cost reductions, fewer application errors and improved security of personal information.

Remote areas

“Many of our Jamaicans living abroad live in remote areas or very far from the various embassies or high commissions, so it is very difficult to carry out renewals. The online platform will help them considerably. There are a good chance they will see a reduction in costs, travel, especially to move from state to state, ”said Wynter.

He continued, “It will also lead to greater compliance in terms of information accuracy because on the back of our system we have facial recognition and other security features, which will ensure that people cannot stealing the identity of our candidates. So in terms of being able to guarantee the integrity of our candidates, the online system is all the more improved and improved. “

A Winnipeg woman wants to warn others after donating hundreds of dollars to an online service offering to help her with her passport application.

Companies have created online offerings to make the process easier, but the Government of Canada advises people to find out about the services and fees involved.

The renewal process involves filling out forms and then going to the passport office or Canada Post to mail them.

Citizenship and Immigration Canada told CTV News that it is not associated with any third-party websites offering passport support.

He also notes that passport forms are free, and questions about applications can also be answered for free.

Winnipegger Donna Plant didn’t know until she paid an online business $ 500 to help her renew her passport.

“The amount of money required seemed to be a bit high for a passport,” Plant said. “But I thought, well, I guess it’s like that now.

Citizenship and Immigration Canada provides a list of travel advice:

– No person, group or third party website can expedite the processing of their passport or travel document application. Only Passport service points are authorized to collect processing fees for passports and travel documents. Service locations include regional passport offices, Service Canada centers offering passport services, some Canada Post outlets, and Government of Canada offices abroad.

It was very commendable to learn that the Ministry of Foreign Affairs and Regional Integration has launched the online passport application for Ghanaians wishing to obtain travel documents.

Those present at the launch of the online nomination project expressed their enthusiasm upon hearing the news.

It was indeed refreshing to know that the ministry had not rejected the pilot project led by the National Information Technology Agency started in August 2015.

It is not surprising that Ghanaians are happy with the project, which would relieve them of the hassle they have to go through in acquiring a document that every citizen is entitled to in the first place.

The ritual takes many forms and forms. It is not uncommon to wake up early in the morning and join a long queue just to submit documents for a passport.

Sector Minister Hannah Serwaa Tetteh in her opening speech at the launch in Accra on Tuesday, December 20, said that the online application process will run alongside the manual system for a period of four months, after which the paper system would be abolished.

Main concepts of application and process

The main idea of the online application service is that one can sit in the comfort of his home and apply for a passport by logging in via personal computer, tablet or mobile phone.

All that is required is the relevant information provided in the application process as it currently exists. Nothing has really changed in terms of details but the improvement of the application system.

Anyone who needs a passport should first visit passport.mfa.gov.gh or passports.mfa.gov.gh to open the interface or website. On the website, you will see two options that say “Existing user?” Log in here “or” New user? Register here”.

If this is the first time that we try the online application, he will have to register as a new user with a valid and active mobile number as well as an e-mail address – optional – to allow him to have an account with the platform.

This account can only be created once by an individual. A parent can have a unique account and use it to apply for a passport on behalf of other family members.

When creating the first account, it is necessary to generate a password, which would help him to always log in as a preventive measure to prevent the invasion of personal accounts or personal information.

After registering the account, the applicant will then have to select one of the partner banks of the service with which to make the payment. Banks include Ecobank Transnational Incorporation, GCB Bank and Zenith Bank.

The applicant would then be required to select the payment channel where he would indicate to use one of the options available for the use of VISA, MasterCard, MTN Mobile Money and / or Airtel Money. Vodafone Cash should be added sooner according to the minister’s delivery.

The applicant will then need to complete the passport form, after which they will need to select a preferred Passport Application Center (PAC) from the available list. The PAC is where one would like to take the next step in the process.

“The role of PACs will be limited to verifying applicant details already entered into the system by delivering applicants’ supporting documents, in addition to entering the bio data of passport applicants,” Tetteh said.

There are currently six established PACs, in Accra, Kumasi, Sunyani, Tamale, Ho and Takoradi. The ministry plans to establish a PAC in Tema and also to hold consultations with regional administrative officials in Cape Coast, Koforidua, Bolgatanga and Wa.

As part of the process and for authentication reasons, one should visit the ACANs for the capture of bio-data and also the presentation of the original of some of the documents that an applicant claims to have.

The available dates would appear for an applicant to select the favorable day for presenting the relevant document and also for verification.

When an appointment card is ready to be printed, we move on to the final step.

The final step of the application is a visit to a selected PAC on the date of the appointment with an appointment slip and the relevant original documents to complete the process.

It is at this point that the applicant should wait 10 working days or a maximum of 15 working days for the regular applicant and five working days or a maximum of 10 working days for the express applicant to receive a passport allowing them to proceed with anything. document for travel purposes.

One thing to note about the service is that it only accepts requests Monday through Thursday and does not operate on holidays.

Advantages and disadvantages

The positives of this decision are so important that it cannot be ignored as the hassle of having to wake up as early as two or three hours just to submit a passport application or receive a passport is thrown in the trash.

According to Tetteh, the online service should reduce typographical errors and shorten data entry procedures, which are currently carried out at passport application centers. It is also expected to speed up the workflow for passport processing and improve the delivery of passport services.

It is expected to reduce, if not eliminate, the activities of “intermediaries” who in most cases trick individuals into promising them to pave the way for the free flow of the application process.

Sustainability of the service

The sustainability of this online application requires careful observation by stakeholders and regular updating of security features to always secure the system against hacking and unnecessary damage by unscrupulous people.

However, the online application service will be meaningless if the nation decides not to worry about its upkeep, effective and efficient use.
