The government appears to have fixed an issue with the online passport application system

In December last year, Interior Minister Kazembe Kazembe announced that the ministry was working on an online passport application platform. At the time, the system was still in its infancy, but the main motivation behind its creation was to provide a digital channel for Zimbabweans to request their key travel document without having to queue at the office of the registrar.

“We are in the process of developing an integrated information and communication technology (ICT) solution that will not only bring these physical structures to your doorstep, but bring the real service to homes via online services. Ideally, the entire passport application process should be done within the confines of our homes. “

Kazembe Kazembe Minister of the Interior

There has been an update to the online passport application system according to a report from The Herald. The platform will not only allow individuals to apply for a passport online, but will also allow them to make an appointment at the registrar’s office to reduce congestion.

So what problem has the government solved?

When the online passport system was announced, there was little discussion of how applicants could obtain passports without going to the registrar’s office.

The logistical element was one of the main criticisms of the December announcement of last year. And it looks like the government has solved that problem because, according to the same Herald report, individuals will now be able to pick up their passports at the nearest post office.

This is good for two reasons. The first is that you will not have to travel to town to collect your document. Transportation, whether personal or public, is a nightmare due to the cost of fuel as well as the inconsistent and unreliable public transport system.

The second reason is that it gives ZimPost much needed business. I should point out at this point that charges have not been announced for this service or if it has a charge at all. However, even though there is a fee, in my opinion it is a better option compared to the money and time lost in getting to the registrar’s office.

But there are still problems, present, potential and lasting

As with anything for which government is solely responsible, history is the best guardian of the potential outcome of the enterprise. An ongoing problem with government sites is that they tend to get overwhelmed easily.

We saw it earlier this year when the ZIMRA website was unable to process ITF263 or clearance certificates. Now, this does not mean that the system is created by the same people responsible for the ZIMRA portal. However, we have seen little of the name of an entrepreneur or company that has won a tender to use their track record. (if only) to inspire some hope.

The current problem that the registrar’s office has had with passports is related to a backlog. At present, 250,000 passports have not yet been issued (dating from 2016/2017) which is a drop from the 400,000 who were there at the start of the year.

Even with an online passport application system, the backlog problem could be an issue that could plague the Registrar’s office for some time. Saying that Minister Kazembe said the purse strings have been loosened for Fedilty printers to procure a much needed equipment upgrade.

“The first solution proposed by the government is to purchase additional machines to increase capacity to meet demand. This was approved by the Cabinet and the Treasury released funds for the purchase of the machines. “

Either way, the proof of that is of course in eradicating the backlog and until we see it, well …

Finally, there was no launch date for the platform. So here is…

Oh… I almost forgot, data is expensive

For this online passport application system to have any real value, it must be free. The government must zero-rate the site if it benefits all Zimbabweans.

Pa. Among 40 states creating legislation to ban vaccination passport requirements

NEW YORK (NewsNation Now) – In state capitals across the country, lawmakers are pushing forward legislation to ban COVID-19 vaccine passport requirements for businesses and schools.

Vaccination passports currently exist in one state – a limited government partnership in New York with a private company – but that hasn’t stopped GOP lawmakers in a handful of states, including Pennsylvania, from rushing to proposals. legislative to prohibit their use.

Republican lawmakers in Harrisburg oppose the idea and say they hope there won’t be a Pull in Pennsylvania.

The vaccination passport is proof that you were lucky enough to get on a plane, attend a concert, Hershey Park or a Phillies game.

At the end of March, the White House said it would not issue a federal mandate requiring everyone to obtain a single vaccination receipt, but would instead leave it to the private sector to take the lead in verifying COVID vaccines. -19 or so-called vaccine passports.

But experts say most bills will never become law and instead negatively affect public confidence in medical science.

“The idea of a state forcing people to take a vaccine that is still experimental, according to the makers of the vaccine, would be seen as a flagrant violation of the individual liberty of Hoosiers,” said state representative John Jacob (R -Ind.).

“The government should not require any Texan to have proof of vaccination,” said Republican Texas Gov. Greg Abbott.

It’s usually more about civil liberties than vaccine skepticism – but the end result, experts say, can be about the same. This is because the truth is often mixed with skepticism and conspiracy theories. The audience must determine which is which, based on the words and actions of those they have placed in a position of trust.

The result is visible across the country.

As New York rolled out the “Excelsior Pass,” a digital vaccine passport, Indiana lawmakers worked on a bill that includes a vaccine passport ban. It has gone by a wide margin, just as many Hoosier State health departments have seen a slight increase in no-shows for COVID-19 shots.

“And so, we have openings,” Kristen Kelley, of Indiana University Health, told NewsNation affiliate WXIN in Indianapolis. “More than I am comfortable.”

The ‘Colorado Vaccine Hunters’ group told NewsNation’s Denver affiliate KDVR that reliance on vaccines – regardless of the source – is leading some to skip second doses of their injections.

“I don’t know where they get the information,” Katrina Bellis said.

In Miami, a well-known private school said it would not employ anyone who has received the coronavirus vaccine, fearing the injections might not be safe. In a letter to parents, Centner Academy said it was a tough decision, outlining a policy based on a disproved conspiracy theory.

A security guard walks the perimeter of Centner Academy, Tuesday, April 27, 2021, in Miami. This has left many scientists shaking their heads but bowing to lawmakers who say they are engaged in a fight for privacy and personal freedom.

Legislation against compulsory vaccination is currently advanced in more than 40 states.

Debate on vaccine passport requirements

Georgia Governor Brian Kemp said on Tuesday: “I do not and will not support any type of state-mandated vaccine passport.”

ATLANTA – Opposition is growing against so-called “vaccine passports”. The idea is to require people to prove that they have been vaccinated against COVID-19.

No proof could mean no access to concerts, restaurants, air travel and other places that want to require proof.

Privacy advocates say it would cross a line far beyond the public health benefits.

Many airlines and governments around the world are preparing to provide travelers with access to a smartphone app that will allow them to prove they have received a COVID vaccine, before they can board a plane or enter a country.

The promise is that all personal data would be encrypted and only stay on one person’s phone, not on someone else’s server.

It is expected that the requirement of so-called “vaccine passports” or “vaccination certificates” would protect public health and safety.

And vaccine credentials wouldn’t just be required for air travel.

Microsoft, the Mayo Clinic, and others formed the Vaccine Credential Initiative.

They offer standardized vaccine credentials that people could take with them, on a smartphone or on a piece of paper, as a requirement to participate in a baseball game, or in a grocery store, or restaurant, or restaurant. airplane. , or anywhere else.

Georgia Governor Brian Kemp posted on social media on Tuesday: “I do not and will not support any type of state-mandated vaccine passport,” he wrote.

He added that “the decision to receive the vaccine should be left to each individual.”

RELATED: Governor Kemp Says He Doesn’t Support The Idea of a Vaccination Passport

In practice, some people who wish to be vaccinated but cannot be vaccinated, for example for medical reasons or for access to the vaccine, could not obtain the vaccination card. And others who have received the vaccine but would not want to show evidence on demand could also be left out.

Emory University Center for Ethics director Paul Root Wolpe said requiring credentials for vaccines would set a bad precedent.

“There are compelling reasons for doing it, it helps reduce the spread of disease,” Wolpe said, “but its actual implementation is really problematic. You end up creating two classes of people – one with privileges, one sans – and because of the way the immunization trends are happening in our country, the sans tend to be poor, tend to be more people of color, tend to be disenfranchised.

“So you really created a privileged class and not a privileged class,” Wolpe said. “How far are we going to go to get people to prove they have certain types of vaccines? And for how many different diseases are we going to ask that? So, we are really opening up a sort of Pandora’s box if we require mandatory vaccination IDs.

Already, governors of other states are banning state governments and private companies from requiring vaccination IDs.

Yet the United States has long required that children have certain vaccines before children can enroll in school.

And many countries have long required travelers to have certain vaccines before they can get visas, and some countries are now adding the COVID vaccine to their lists, something the World Health Organization is opposed to.

RELATED: Biden Moves COVID-19 Vaccine Eligibility Date to April 19

“We would not like to see the vaccination passport as a condition of entry or exit” in and out of countries, said the WHO’s Margaret Harris, “because we are not sure that at this stage the vaccine is preventing transmission. And there are all these other issues, aside from the issue of discrimination against people who cannot get vaccinated for one reason or another. “

White House press secretary Jen Psaki said on Tuesday that President Joe Biden does not support that vaccine credentials are required by the government or the private sector.

“The government is not now, and neither will we support a system that requires Americans to wear a degree,” Psaki said. “There will be no federal immunization database and no federal mandate requiring everyone to get a single proof of immunization.

“As these tools are being considered by the private and not-for-profit sectors, our interest is very simple on the part of the federal government that the privacy and rights of Americans must be protected, and that these systems are not not used unfairly against people, ”Psaki said. .

Ideally, the entire passport application process should be done within the confines of our homes.

You see these people clapping – they cry. People get ripped off at passport offices. Corruption must stop. When people come to our offices, please serve them with the dignity they deserve. Two or three should be stopped to lead by example.

Passport applicants who spoke to NewsDay spoke out against corruption at passport offices and expressed hope that the newly opened office would operate transparently.

Passport applicant Phyllis Vambe said it was painful for someone to queue in the offices and when the authorities come in the morning “you will be surprised to be number 130”.

Vambe claimed that some passport applicants are asked to pay US $ 20 bribes to join or avoid the queue.

These sentiments were echoed by South Africa-based Chitungwiza resident Loveness Mugadza, who said that in addition to the official fee of $ 318, officials outside the premises demand $ 20 and that at the inside, passport applicants are asked to pay an additional USD 100 to be served. .

Last year, an official at the passport office told reporters they could help passport applicants get the travel document as quickly as possible as long as they had the money.

Zimbabwe has a huge passport backlog due to a severe shortage of machinery and consumables.

The government will apply for a passport online

The GOVERNMENT is working on the introduction of an online passport application service with the aim of tackling the corruption that is currently shaking the application process.

Interior Minister Kazembe Kazembe said last week at the official opening of Zimbabwe’s first district passport office at Chitungwiza municipality headquarters.

“We are in the process of delivering an integrated information and communication technology (ICT) solution that will not only bring these physical structures to your doorstep, but bring the real service to homes via online services,” said Kazembe.

“Ideally, the entire passport application process should be done within the confines of our homes.

“You see these people clapping – they cry. People get ripped off at passport offices. Corruption must stop. When people come to our offices, please serve them with the dignity they deserve. Two or three should be arrested to lead by example, ”he said.

Passport applicants, who spoke to NewsDay, lamented corruption at passport offices and expressed hope that the newly opened office would operate transparently.

“Surely the corruption in passport offices should stop. You are sleeping in a queue at the offices and when the authorities come in the morning you will be surprised that you are number 130. People are asked to pay bribes of US $ 20 to join or avoid the queue. waiting. We pray that the Makombe office system does not repeat itself in the new passport offices in Chitungwiza. The authorities should be vigilant, ”said Phyllis Vambe.

Loveness Mugadza, a resident of Chitungwiza in South Africa, who returned to renew her passport, said: “I came home with my US $ 318. It was not easy to raise this money. I can’t just give away my hard earned money. Outside they charge US $ 20 and inside they also charge US $ 100 for us to be served. It should end. “

Kazembe told participants that the decentralization of the civil status department to the districts was aimed at decongesting the provincial offices.

“Since the passport application facility was limited to 10 provincial offices, this caused congestion. In response, my ministry, through the Vital Statistics Department, has taken a deliberate stance to improve service delivery through the integration of decentralized systems and infrastructure development. The decentralization of passport services to Chitungwiza is the department’s third 100-day project.

“The ministry remains committed to further decentralizing passport services and streamlining passport issuance procedures. In my opinion, this will remove the physical human interface. People have the problem that every time they meet they want to bribe someone. With this online solution that my ministry is working on, that will be a thing of the past.

Online passport application improves efficiency

Ms. Jennifer Namusisi, a resident of Kyengera in Wakiso District, applied for a passport to travel to the United Arab Emirates (UAE) as a domestic worker on January 2. On January 30, she was at the Citizenship and Immigration Control Branch to receive her passport.

“I applied for a passport with 15 other people on January 2, my colleagues got their passports on January 7. I never got mine because the officers wanted to talk to my father,” Ms. Namusisi said after speaking. signed his East African passport.

Ms Sarah Apako, a former social science student at Makerere University, applied for a passport in mid-January and received it two weeks later.

Before the government introduced the online application, Ugandans suffered delays and others lost money to crooks and dealers who had turned the premises of the Ministry of Home Affairs into a hunting ground .

On December 9 of last year, the government introduced the online passport application system. The system schedules passport applicants between 8 a.m. and 10 a.m., 10 a.m. and 1 p.m. and the last session takes place from 1 p.m. to 4 p.m.

“We are pleased that more people are adopting the online passport application system. Under this system, management can issue between 1,000 and 1,200 passports every day, ”said Director of Citizenship and Immigration Control Major General Apollo Kasiita – Gowa of the new system. two weeks ago.

“There is no reason for members of the public to pay brokers, agents or pay anything under the agents table to get a passport. If it is an emergency, I can issue a passport within an hour, ”added Major-General Kasiita-Gowa.

Assistant Passport Control Officer Simon Mundeyi gave the Daily Monitor a guided tour of the new spacious facility where by appointment applicants sit while awaiting interviews.

“When someone says we have a backlog of 50,000 applications, I don’t understand. As you can see the officers are sitting without work, ”Mundeyi said, pointing to the immigration officers sitting inside the booths.

“Instead of resorting to blackmail, labor exporting companies should make appointments and stick to them,” Mundeyi said, reacting to claims made by some external labor recruitment companies, according to Mr. which management frustrated the external workforce.

He urged labor companies with emergency cases to pay and book as express cases. Express cases do not require an appointment for an interview and their passports are ready in a day or two. Other requests take two to three business days to be processed.

“Right now, applicants can even pay via mobile money,” Mundeyi said of the new system.
Sources within some outside labor recruiting companies accused the Directorate of Citizenship and Immigration Control and Interpol of ineffectiveness and frustrating their efforts to find employment for the grand army of young people. unemployed.

According to some companies, their systems are cluttered with a backlog of more than 50,000 new applicants. “It takes Interpol seven weeks to process a case, compared to two weeks for their Kenyan counterparts,” a source recently told the Daily Monitor.

Interpol director AIGP Moses Balimwoyo recently told the Daily Monitor that labor exporting companies are trying to fight the Automatic Finger Printing System (AFIS) which has cut out middlemen.

The AFIS system is used to capture the fingerprints which are then transmitted to the Directorate of Forensic Pathology in Naguru for analysis and return.

He said the only problem was preventing forensic scientists from visiting labor-exporting companies to take fingerprints. He said the method of work was causing losses to the government.

Mr Balimwoyo has vowed not to bow to pressure from certain external labor recruitment companies seeking to bypass Interpol’s verification system.
He advised companies that need special attention to request appointments so that they can be dealt with immediately.

He said management was investigating some outside labor export companies for charging between Shs 150,000-300,000 instead of Shs79,000 for certificates of good conduct.

The deadline at Interpol is seven days for nationals and 14 days for foreigners after consultation with their government of origin.
Currently, Interpol issues between 250 and 400 certificates of good conduct every day.

Old way

Before the new system. Prior to the introduction of the online passport application system, applicants chose the Interior Ministry forms, filled them out and had them approved by LC I, LC II, GISO and RDC. When submitting the forms, officers would ask them to check in three weeks, a process that would go on and on.

The candidates would make 150,000 Shs for the normal treatment and 300,000 Shs for the express. However, with the introduction of the online system,
applicants pay Shs 250,000 for normal treatment or Shs 400,000 for express treatment.

Passport expiration: why can a valid passport be expired in some countries

Sometimes you are not allowed on some international flights, even if your passport is still valid and you have already reserved your seat. Here’s why.

When you board the plane for an international flight after going through airport security, you are usually required to present your passport. You need to make sure that it is still valid, that is, it has not passed the expiration date, before you go. But this is not enough in some countries, and you may not be allowed to take the flight you have already paid for.

In places like France, Spain, and Germany, your passport must be valid for at least 90 days after entering the country, even if you don’t plan to stay that long. Some countries have delays of up to 6 months after your arrival.

The reason is in case of an unexpected situation where the traveler has to stay in the country longer than originally planned. They will need a valid passport to leave the country, but they will only be able to renew it at home.

The problem is compounded if the airlines let you board your flight without a “valid” passport in the destination country. In this case, you will be turned away at the gates and have to spend thousands of dollars on a return flight, unless you can ask the airline to cover it. When it comes to plane tickets, did you know that the best day to buy them is no longer Tuesday?

This rule applies even in simple stopover situations. For example, let’s say you’re about to spend a week in Japan, which only requires that your passport be valid only for the duration of your intended travel period, and your passport is valid for the next 70 days. If you have a stopover in Germany, you will not be able to travel to Japan because Germany will send you home. But if you have a direct flight to Japan, you won’t have any problem. Looking for ways to get the most out of your layover? Look no further.

The US State Department recommends that you renew your passport at least 9 months before its printed expiration date to avoid these kinds of issues. They also have a Resource on their website which allows you to check the travel requirements of your destination country.

There are also tools available online that check the validity of your passport in certain countries. Traveldoc is a site that the airlines themselves use to verify their passenger information, and you can use it too! Enter where you are going, what airport you are departing from and your passport expiration information. Traveldoc will let you know if you need to put your documents in order before you take off.

Here are some more tips to make traveling to the airport as easy as possible. Have a good trip!
